Graham was taken into care by the local authority when he was seven. But instead of placing him for adoption, they kept him in a series of unsuitable children’s homes and did not look after his educational or emotional needs.

As a young man in his twenties with mental health problems, he sued the local authority for exceptional neglect of their parental responsibilities. In a hard-fought case, he was eventually awarded £30,000 in damages.
